The Universal Postal Union (UPU; the international abbreviated name is UPU, from fr. Union Postale Universelle and the Universal Postal Union) was founded in 1874 by an interstate organization to provide and improve postal relations in the single postal territory formed by the Universal Postal Union. It unites almost all countries of the world.

With the establishment of the Universal Postal Union in 1874, uniform postal rates were first established for sending letters and other postage abroad.

UPU tracking number looks like XX000000000XX, where first 2 letters are used to describe package type, each country assigns its own meaning to those letters. Last 2 letters are 2-letter originating country ISO code. The digits between letters are used to uniquely identify package within UPU system.

E-commerce influence

In recent years UPU members have encountered serious problems triggered by the enormous increase in e-commerce originating from the Far East, where the terminal dues do not cover the unit costs of delivery in the destination countries, and the volumes are so big that the losses cannot be compensated by better terminal dues from other traffic. In 2016, a new remuneration system was implemented with a focus on e-commerce, but while the 2016 reform balanced the costs to the delivery services, postage costs for shippers are still asymmetric. As of 2018, US companies pay more than twice as much to mail an item from a US plant to a US customer than does a manufacturer in China to mail an item to a US customer

About Universal Postal Union

Prior to the establishment of the UPU, each country had to prepare a separate postal treaty with other nations if it wished to carry international mail to or from them. In some cases, senders would have to calculate postage for each leg of a journey, and find mail forwarders in a third country if there was no direct delivery. To remove this complexity, the United States called for an International Postal Congress in 1863. This led Heinrich von Stephan, Royal Prussian and later German Minister for Posts, to found the Universal Postal Union. It is currently the third oldest international organization after the Rhine Commission and the ITU. The UPU was created in 1874, initially under the name 'General Postal Union', under the Treaty of Bern signed on October 9, 1874.[6] Four years later, the name was changed to 'Universal Postal Union'

French is the official language of the UPU. English was added as a working language in 1994. The majority of the UPU's documents and publications – including its flagship magazine, Union Postale – are available in the United Nations' six official languages (French, English, Arabic, Chinese, Russian, and Spanish)

Shipping internationally through the Global Shipping Program

Before adding international shipping to your listings, consider using our Global Shipping Program. The benefits include:

  • You only need to send your item to our domestic shipping center and we'll take care of the rest. We'll manage international shipping and customs, and add tracking information so you and your buyer know when the item will be delivered
  • If anything goes wrong during international shipping, your seller performance won’t be affected and you won't have to handle eBay Money Back Guarantee cases
  • Standard eBay fees (including the international fee for managed payments sellers) will apply to transactions under the Global Shipping Program
  • Some international selling features, such as international visibility, aren't available to managed payments sellers at this time
  • Managed payments sellers can use the Global Shipping Program. However, international buyers will need to complete their purchase on eBay.com at this time

How to add international shipping to listings

To add international shipping to your listing, select the countries you're open to shipping to and enter your international shipping service and costs. Here's how:

  1. On the create a listing page, scroll down to the How you'll ship it section.
  2. Choose either Select shipping for me or Select shipping myself.
  3. Select Create your own international shipping option.
  4. In the Shipping option dropdown, you have two options:
    • Charge actual cost: Shipping costs are automatically calculated based on the buyer's ZIP code and the dimensions and weight of the package.
    • Charge a flat cost: All buyers will be charged the same amount for shipping, regardless of their location. Enter the charge beside the Cost field.
  5. Choose the countries you'll ship to from Destination, and select your preferred carrier from Service.
International Airmail Postage

To add international shipping using the business tool, scroll down to the International shipping dropdown menu under Shipping details, and choose a flat rate (the shipping cost will be the same to all buyers), or a calculated rate (the cost will vary by the buyer's location).

Flat Rate:

  1. In the Ship to dropdown menu, select either Worldwide, or Choose custom location to specify the countries you'll ship to.
  2. Under Services, choose the carriers you want to offer. You can also use the shipping calculator - opens in new window or tab to get estimates of how much shipping will cost through various services.
  3. In Cost, enter your shipping charge.
  4. Under Combined shipping discounts, tick the boxes to apply any flat rate or promotional shipping discount rules you've created.
  5. Enter your package type, dimensions and weight.
  6. Beside Exclude shipping locations, you can create an exclusion list of countries you won't ship to.
  7. Enter your item's location.

Calculated rate:

  1. In the Ship to dropdown menu, select either Worldwide, or Choose custom location to specify the countries you'll ship to.
  2. Under Services, choose the carriers you want to offer. You can also use the shipping calculator - opens in new window or tab to get estimates of how much shipping will cost through various shipping services.
  3. Under Additional ship to locations, select areas that you'll ship to – buyers will contact you for costs.
  4. Enter your handling cost.
  5. Enter your package type, dimensions and weight.
  6. Beside Exclude shipping locations, you can create an exclusion list of countries you won't ship to.
  7. Enter your item's location.
  1. Select the pen symbol beside Delivery.
  2. Select Ship International.
  3. Under Shipping Service, Select Global Shipping program or choose from the list of International services.
  4. Provide all necessary information such as Shipping costs, Destinations and Excluded shipping locations.
  5. Select Done.

Managed payments sellers

There are some differences in selling internationally for managed payments sellers.

Airmail postage letter

If you offer international shipping to countries that support managed payments, your listing will be displayed to buyers on the local eBay sites. However, your listings on international eBay sites not currently supported for managed payments will be ended and applicable fees credited automatically.

You can also list items directly on some eBay sites outside of your registered location.

We will continue to expand the number of countries where managed payment sellers can offer international shipping or list directly on international sites.

Before we can process payouts for your international sales, be aware that you may need to provide additional verification information to comply with local regulations of the sites you’ve listed on. You may also need to comply with eBay listings policy for that location.

Customs

Customs is a government agency responsible for regulating shipments entering a country. All shipments being sent to and from a country must clear customs first.

Your carrier will provide the applicable forms you'll need to fill out for international shipments, before you pay for and print a shipping label on eBay.

If you choose to send your item with the U.S. Postal Service (USPS), there are two forms that may apply:

  • Green Tag 2976
  • White Form 2976-A

Filling in a customs form

On the form, you'll need to enter:

  • Your name and address
  • The recipient's name and address
  • The package's contents, value, and weight

You’ll also need to add other information such as the Exemption and Exclusion Legend, or a Proof of Filing Citation that is required by the U.S. Census Bureau.

You may need to file an export license for items that sold for more than $2,500. Shareit 4.0.6.177 for windows.

When completing the customs form, please use the following guidelines:

  • Contents: Enter a detailed description of each item - for example: 'men's cotton shirts.' General descriptions such as 'samples, food products' are not permitted
  • License number: If your item is accompanied by a license or certificate, enter the license number
  • Certificate number: If your item is accompanied by a license or certificate, enter the certificate number
  • Invoice number: If your item is accompanied by a license or certificate, enter the invoice number
  • Item value: Enter the value of each item and total in U.S. dollars
  • Item weight: Enter the net weight of each item in pounds and ounces. Enter the total weight of the package in pounds and ounces, including packaging, which corresponds to the weight used to calculate the postage
  • Country of manufacture/origin: State the country where the goods originated—that is, where the items were produced/manufactured or assembled. Senders of commercial items are advised to supply this information because it will assist customs in processing the items
  • EEL/PFC: Enter an Exemption and Exclusion Legend or Proof of Filing Citation
  • HS Tariff Number: If known, enter the 6-digit HS (Harmonized System) Tariff Number. This number must be based on the Harmonized Commodity description and coding system developed by the World Customs Organization - opens in new window or tab

You need to enclose an invoice for all commercial items.

Using the Customs Declaration Envelope

The Customs Declaration Envelope (Customs Envelope 2976-E) is an adhesive-backed plastic envelope that's used to hold shipping labels and customs forms. These envelopes can be picked up from your local Post Office or ordered online at the USPS web site - opens in new window or tab.

Specifying the Automated Export System/Internal Transaction Number (AES/ITN)

On the customs form you'll need to specify an Automated Export System/Internal Transaction Number (AES/ITN). An ITN is required for any international shipment that contains an item valued over $2,500 and/or requires an export license unless exemptions - opens in new window or tab apply.

For most shipments, you'll be able to use one of the following Exemption and Exclusion Legends - opens in new window or tab:

  • If you're shipping to Canada, enter 'NOEEI 30.36'
  • If the value of your shipment is less than $2,500, enter 'NOEEI 30.37(a)'
  • If the item you're shipping is a gift or humanitarian donation, enter 'NOEEI 30.37(h)'

Filing export licenses

If you're shipping an item valued at more than $2,500 or an item requiring an export license, you need to file electronically with the U.S. Census Bureau and get a Proof of Filing Citation (PFC). Who pays for customs?

Generally, buyers pay any additional costs associated with international purchases, such as duties, taxes, and customs clearance fees. To avoid any misunderstandings with your buyers, state this clearly on your listings.

  • It's illegal to falsify customs declarations or mark an item as a 'gift' in order to avoid customs fees. If a buyer asks you to commit customs fraud, report it to us
  • For items purchased by international buyers through the Global Shipping Program, buyers pre-pay all applicable shipping and import charges during checkout
  • To follow US export regulations and prevent your package from being held for inspection, you must complete customs forms and possibly file an export license for items that sold for more than $2,500
  • Customs regulations vary by country and not all carriers ship to all locations

Does International Mail Need Extra Postage
